CLIR traces its roots to 1956, when the Council on Library Resources (CLR) was founded to help libraries respond to long-term challenges in access, stewardship, and scholarship. In 1997, CLR and the Commission on Preservation and Access merged to form CLIR, broadening that mission for a networked and digital research environment.
