The Council came into being on September 18, 1956, the date of its first meeting. This, the report of its activity for the fiscal year ended June 30, 1957, covers in consequence a period somewhat longer than nine months. During this period the Council completed its housekeeping arrangements, made progress in defining its program, reviewed a large number of proposals for the support of a wide variety of activities, and made a number of grants.
